clientupdate,cmd/tailscale/cli: use cli.Stdout/Stderr (#9694)

In case cli.Stdout/Stderr get overriden, all CLI output should use them
instead of os.Stdout/Stderr. Update the `update` command to follow this
pattern.

Updates #cleanup
