tstime/mono: fix Time.Unmarshal (#8480)

Calling both mono.Now() and time.Now() is slow and
leads to unnecessary precision errors.
Instead, directly compute mono.Time relative to baseMono and baseWall.
This is the opposite calculation as mono.Time.WallTime.
