util/winutil, util/winutil/vss: remove winrestore and vss as they are unnecessary.
I wrote this code way back at the beginning of my tenure at Tailscale when we had concerns about needing to restore deleted machine keys from backups. We never ended up using this functionality, and the code is now getting in the way, so we might as well remove it. Signed-off-by: Aaron Klotz <aaron@tailscale.com>pull/4743/head
