sefcontext: New module to manage SELinux file context mappings (semanage fcontext) (#2221)
New SELinux module sefcontext to set SELinux file context mappings This module implements `semanage fcontext` in an idempotent way. It supports check-mode and diff-mode.reviewable/pr18780/r1
