new module: get_url

get module (with new module-magic-code!)
	Usage: ansible -m get -a "url=http://xxxxxxx  dest=fileordirctory"
	all cleanups as per @mpdehaan's suggestions
	add daisychain
	added example playbook (get_url.yml) with URLencode example
