Grafana datasource module : Use url_argument_spec from urls (#40402)

* Added client_cert and client_key modules parem

* Use url_argument_spec to init module arguments

* Do not compare version and readOnly

* Convert HTTPResponse content to text before json.loads

* Added password in secureJsonPayload when datasource type is postgres
