initial add of openswitch shared module
This commit adds a new shared module openswitch for building modules that work with OpenSwitch. This shared module supports connectivity to OpenSwitch devices over SSH, CLI or REST. It also adds an openswitch documentation fragment for use in modulespull/13784/head
