smarty.inc.php: some fixes after the Smarty upgrade:

- use SmartyBC (Backwards Compatible) instead of Smarty class to keep 
  {php} in templates working (do we really need this?)
- remove obsolete allow_php_tag
- config_dir default value is now an array
