Brad Fitzpatrick	8864112a0c	ipn/ipnlocal: bound how long cert fetchher checks for existing DNS records ... It was supposed to be best effort but in some cases (macsys at least, per @marwan-at-work) it hangs and exhausts the whole context.Context deadline so we fail to make the SetDNS call to the server. Will Norris	71029cea2d	all: update copyright and license headers ... This updates all source files to use a new standard header for copyright and license declaration. Notably, copyright no longer includes a date, and we now use the standard SPDX-License-Identifier header.
