ipn/ipnlocal: prefer to use one CGNAT route on the Mac

Together with 06aa141632 this minimizes
the number of NEPacketTunnelNetworkSettings updates that we have to do,
and thus avoids Chrome interrupting outstanding requests due to
(perceived) network changes.
