Tim Rupp 16bd93a14e Refactors bigip ssl cert module (#25882) ... Includes unit tests and a refactor of the module to make code more easily supported. Also fixes an issue where the extension of the cert name was not appended if not provided. This problem was causing certs to not be editable in the UI. Also deprecates params. Unit tests are provided.
