The goal of breaking apart the base_parser() function is to get rid of
a bunch of conditionals and parameters in the code and, instead, make
code look like simple composition.
When splitting, a choice had to be made as to whether this would operate
by side effect (modifying a passed in parser) or side effect-free
(returning a new parser everytime).
Making a version that's side-effect-free appears to be fighting with the
optparse API (it wants to work by creating a parser object, configuring
the object, and then parsing the arguments with it) so instead, make it
clear that our helper functions are modifying the passed in parser by
(1) not returning the parser and (2) changing the function names to be
more clear that it is operating by side-effect.
Also move all of the generic optparse code, along with the argument
context classes, into a new subdirectory.

into the global context for everyone else to use them from now on.

This commit moves code to look for vars files/dirs to a common place and
uses it for loading role defaults/vars. This allows things such as
'defaults/main' or 'vars/main' being a directory in a role, allowing
splitting of defaults/vars into multiple files. This commit also fixes
the role loading unit tests for py3 when bytestrings are used for paths
instead of utf8 strings.
This fixes#14248 and #11639.
* Fix redundant yaml error blurbs on ModArgs parse errors
Some of the AnsibleParserErrors from parsing.mod_args
are created with the obj=some_yaml_ds options but
some are not.
If they were, we don't want to add another yaml_ds to
it, because that will result in double yaml error blurbs.
And since we dont need to add info, we can just re raise it.
But if there is no ._obj, add it here so we get the extra
detail in the error message (see issue #14790) and raise
a new AnsibleParserError instance.

in mod_args to do that. Make shell into an action plugin to handle that
instead.

Setting the parent of task blocks generated by include_role after they
have been produced is not sufficient - it means the tasks don't have the
correct dependency chain set afterwards, and therefore, don't properly
inherit variables from outer roles.
In addition to manually setting the parents, pass the dep_chain when
compiling the role, such that variables are correctly imported.

Note that we cannot yet move module code over. Modules have six-1.4
bundled which does not have shlex_quote. This shouldn't be a problem as
the function is still importable from pipes.quote. It's just that this
has become an implementation detail that makes us want to import from
shlex instead.
Once we get rid of the python2.4 dependency we can update to a newer
version of bundled six module-side and then we're free to use
shlex_quote everywhere.
If the current ansible enviroment has a config setup
that doesn't use 'smart' as the configured transport
test_play_context would fail when it assumes the
transport will be 'smart'.
