The galaxy lib knew about the cli args in context. This shouldn't be
the case as it makes it hard to use the lib in other contexts. Moved
the context knowledge into cli/galaxy.py.
Left hand side slicing is confusing and slower but maybe more memory
efficient in some circumstances. There is one case where it adds to
code safety: when it's used to substitute a different list in place of a
slice of the original list and the original list could have been bound
to a different variable in some other code. (The most likely case of
this is when it's a global variable and some other code might import
that variable name).
Because of the confusion factor we think it should only be used for the
safety case or where it's been benchmarked and shown to have some sort
of documentatble improvement. At the moment, only one piece of code
falls into those categories so this PR removes all the other instances
of left hand side slicing.

The goal of breaking apart the base_parser() function is to get rid of
a bunch of conditionals and parameters in the code and, instead, make
code look like simple composition.
When splitting, a choice had to be made as to whether this would operate
by side effect (modifying a passed in parser) or side effect-free
(returning a new parser everytime).
Making a version that's side-effect-free appears to be fighting with the
optparse API (it wants to work by creating a parser object, configuring
the object, and then parsing the arguments with it) so instead, make it
clear that our helper functions are modifying the passed in parser by
(1) not returning the parser and (2) changing the function names to be
more clear that it is operating by side-effect.
Also move all of the generic optparse code, along with the argument
context classes, into a new subdirectory.
* Once cli args are parsed, they're constant. So, save the parsed args
into the global context for everyone else to use them from now on.

Removed modules are marked as such in the metadata but nowhere else.
Need to retrieve the metadata when a module doesn't have a doc so that
we can tell if it falls under this case.

If there were fatal bugs in this portion of config, they would never be displayed
because config would fail to load and then every^U (Exageration... only
half of every) other part of the code which depended on config to be
loaded would fail before we ever got around to a section of code that
would process UNABLE.
Remove the try except from here so that we are able to debug this code
