An IncludedFile() object built using the original_task will have
its _task bound to the original_task. The iterative reassignment of
original_task._role_name during with_item loops leaves all returned
included_files with the same ._task._role_name (the final name from
the with_items list). This commit builds IncludedFile() objects
from an original_task.copy() to avoid the problematic binding.

This exposed some additional errors in logic in IncludeFile, which
had to be fixed to deal with the fact that the role path (unlike paths
from includes) are always absolute paths.

IncludeRole objects don't use _raw_params for the name/etc. of roles
like regular incudes, but the code for finding relative includes assumed
that all includes had a _raw_params field. This fixes that by correctly
checking the parent object type and using the appropriate field.

Given parent include path "{{ var | default('path/file.yml') }}"
os.path.dirname(parent_include_path) yields {{ var | default('path/
which is incorrect in itself but also causes templating errors
due to unbalanced quotes. Fix both problems by templating
parent include path before finding its dirname.
Initial commit to split includes into static imports/dynamic includes
This implements the new include/import syntax for Ansible 2.4:
* include_{tasks,role,variables} = dynamic
* import_{playbook,tasks,role} = static
The old bare `include` will be considered deprecated, as will any use of the `static: {yes|no}` option.
This also adds docs for import/include and reorganizing the "Playbook Reuse" section of the documentation.

Also fixes a bug where we were passing an incorrect number of parameters to
_do_handler_run() when processing an include file in a handler task/block.

Otherwise, each relative include path is checked on its own, rather
than in relation to the (possibly relative) path of its parent, meaning
includes multiple level deep may fail to find the correct (or any) file.

Previously, we were filtering the task list on tags for each host
that was including the file, based on the idea that the variables
had to include the host information. However, the top level task
filtering is play-context only, which should also apply to the
included tasks. Tags cannot and should not be based on hostvars.
prior to this commit, an attempt to use the `include:` directive would
fail in a `rescue:` or `always:` block if there were failures in the
main block task list.
