The old behavior would follow redirects either way. This change clarifies the functionality and makes it a bit more explicit. Comparing the old behavior to the new 'yes' == 'all', 'no' == 'safe' and now 'no' will not follow any redirects. Historic behavior is still supported and documented with a push to the new values.	11 years ago

This is accomplished by not setting the If-Modified-Since header, and setting "cache-control: no-cache" instead. This allows a volume to be cloned from a snapshot, a brand new volume to be created, or an ephemeral volumes to be associated at time of instance creation. This avoids any race conditions associated with creating extra volumes after instance creation (e.g. writes happening before the volume is mounted).
