Add nosh service manager module (#31847)

* Add nosh service manager module

* based on the `svc`, `systemd`, `runit` and proposed `rc_service`
modules
* uses the high-level 'system-control' command and assumes nosh-native
interfaces though it should work with daemontools-style service scanning
* assumes a single service name is provided

* Metadata fixes

* Added "author" and "version_added"
* fixed the RETURN yaml

* PEP8 fixes

* fixed spacing issue
